A New Government Office for Information Technology?

Representatives Anna Eshoo, D-Calif., and Gerry Connolly, D-Va., are calling for the creation of a US Digital Government Office charged with reviewing and guiding major IT projects of all federal agencies.  As quoted in a story by NPR, Representative Connolly said: "In the 21st century, effective governance is inextricably linked with how well government leverages technology to serve its citizens."

The position of US Chief Technology Officer (CTO) would be made permanent and given the authority to hire people at salary levels above the standard government pay schedule. Moreover, the CTO would be charged with considering every agency's proposal for a major IT project and making one of three determinations: 1) the Digital Office handles the project itself; 2) the Digital Office assists the agency in developing contract specifications and in awarding the contract; or 3) the agency handles the project on its own. The bill is in a similar vein as the Federal Information Acquisition Reform Act (FITARA), which passed the House but stalled in the Senate. FITARA sought to give more authorities to agency CIOs, among other things. As Rep. Connolly was a co-sponsor of FITARA, the current bill could signal an ongoing Congressional interest in passing some form of IT acquisition reform.
